TRAP Special Committee Urges Bali DPRD to Expedite Plenary Session on BTID Recommendations

BALINEWSID.COM, DENPASAR – The Special Committee (Pansus) on TRAP of the Bali Provincial Legislative Council (DPRD Bali) has urged the council leadership to immediately schedule a plenary session to formally present and submit the committee’s recommendations concerning BTID to the executive branch.

The call comes after no follow-up action has been taken since the recommendations were officially submitted to the DPRD leadership on June 2, 2026.

TRAP Special Committee Secretary Dewa Nyoman Rai, SH, stated that the procedure for submitting committee recommendations is clearly regulated under national legislation and the Rules of Procedure of the Bali Provincial DPRD. Therefore, he said, there is no reason to delay the discussion and presentation of the recommendations in a plenary session.

“Once the committee’s report has been submitted to the DPRD leadership, it should immediately be scheduled for a plenary session. The rules are clear, and the institution must operate in accordance with those regulations. Any deviation from the established procedures will inevitably raise questions from the public,” Rai said.

He emphasized that the committee’s findings and recommendations are institutional products that must be publicly accounted for. Delays in presenting the recommendations, he warned, could create negative public perceptions and raise concerns about transparency.

According to Rai, the public has the right to know how recommendations developed through a series of meetings, hearings with stakeholders, data collection, and fact-finding efforts will be followed up by the regional government.

“The committee has completed its work by summoning relevant parties, gathering information, and drafting recommendations. What remains is the formal process through a plenary session before the recommendations are handed over to the executive branch,” he explained.

Rai added that after the recommendations are submitted to the executive, the committee will continue to monitor their implementation by calling relevant agencies and stakeholders to assess the extent of compliance and follow-up actions.

Meanwhile, Deputy Secretary of the TRAP Special Committee, Dr. Somvir, said that from the outset it had been agreed that the recommendations would first be submitted to the DPRD leadership, then announced publicly during a plenary session before being formally delivered to the Governor or Deputy Governor as representatives of the executive branch.

“Our expectation is that the recommendations will be openly presented to the public through a plenary session and then immediately handed over to the executive. This will prevent any perception that something is being concealed,” Somvir said.

He stressed that transparency is particularly important given the widespread public attention the issue has received, both within Bali and nationally.

“If this process is not carried out openly, the public may question the committee’s work. In fact, the committee has completed its duties and submitted its recommendations. What remains is the implementation of the formal procedures in accordance with existing regulations,” he said.

The mechanism for handling special committee reports is regulated under Indonesia’s Law No. 23 of 2014 on Regional Government, Government Regulation No. 12 of 2018 on DPRD Rules of Procedure, and Bali Provincial DPRD Regulation No. 1 of 2019 concerning the council’s internal rules.

These regulations stipulate that the findings and recommendations of a special committee must first be submitted to the DPRD leadership and then presented in a plenary session before serving as the basis for official decisions and subsequent submission to the executive for follow-up action.

Based on these provisions, the TRAP Special Committee has called on the Bali DPRD leadership to promptly schedule a plenary session so that the recommendations can be publicly announced and formally delivered to the executive branch in accordance with applicable laws and regulations.
