Indonesia’s Immigration Visa Revenue Rises 6.42% Despite Global Uncertainty

BALINEWSID.COM, JAKARTA – Indonesia’s Directorate General of Immigration recorded a 6.42 percent increase in Non-Tax State Revenue (PNBP) from visa services during the first half of 2026, despite ongoing global economic uncertainty.

Revenue from the visa sector reached Rp2.815 trillion between January and June 2026, up from Rp2.645 trillion during the same period last year.

Director General of Immigration Hendarsam Marantoko said the agency is no longer focused solely on increasing the number of foreign visitors, but rather on improving service quality and strengthening immigration control through digital transformation and a selective immigration policy.

“We prioritize digital transformation and a selective policy to ensure that every foreign national entering Indonesia contributes added value to the national economy while maintaining national security,” Hendarsam said on Monday (July 6, 2026).

During the first six months of 2026, the Directorate General of Immigration issued 3,924,500 visas, a 6.77 percent decrease from 4,209,465 visas issued in the same period of 2025. The sharpest decline occurred in Visa-Free Visit (BVK) permits, which dropped by 87.91 percent from 438,423 to 52,999.

However, the issuance of C1 Visit Visas increased by 2.76 percent, reaching 3,829,902 compared to 3,726,855 during the same period last year.

Australia remained the largest source of foreign visitors to Indonesia with 848,802 arrivals, followed by China with 668,432, India with 334,107, South Korea with 202,101, and the United States with 186,463 visitors.

The Golden Visa program also showed encouraging progress, with 143 visas issued during the first semester of 2026.

Visa on Arrival (VoA) dominated visa issuance with 3,481,490 approvals, followed by 113,323 C1 Visit Visas and 83,852 C20 Visit Visas for equipment installation purposes.

On the enforcement side, Immigration carried out 10,911 administrative immigration actions, including 3,260 residence permit cancellations and deportations involving foreign nationals found to be engaged in activities threatening public order, national security, or violating Indonesian laws.

In addition, 23 foreign nationals were subjected to criminal legal proceedings. Of those cases, 17 remain under investigation, four are currently on trial, and one has received a final court verdict.

“Every administrative measure, from travel bans to deportations, is part of our effort to filter the quality of foreign nationals entering Indonesia and minimize risks that could threaten national security and public order,” Hendarsam emphasized.

During the same period, Immigration also prevented 401 Indonesian citizens and 36 foreign nationals from leaving the country at the request of law enforcement agencies. Meanwhile, 2,102 foreign nationals were placed on Indonesia’s blacklist, with 1,959 of them—or 93.2 percent—listed for immigration-related violations. Officers also delayed the departure of 1,704 travelers identified as high-risk.

For domestic immigration services, the Directorate General of Immigration issued 1,673,816 passports, while 9,017 applications were rejected for failing to meet administrative requirements.

For foreign residents, Immigration issued 23,082 Limited Stay Permits (ITAS) and 3,330 Permanent Stay Permits (ITAP). The agency also processed 54 applications under the Global Citizenship of Indonesia program.

Border crossing data recorded 12,891,069 arrivals and 12,866,474 departures involving both Indonesian and foreign nationals during the first half of the year.

Concluding his statement, Hendarsam reaffirmed the Directorate General of Immigration’s commitment to improving public services and strengthening immigration governance throughout the remainder of 2026.
