Most Factions Urge Immediate Plenary Session on TRAP Committee Recommendations, Golkar Absent from Coordination Meeting

BALINEWSID.COM, DENPASAR – The controversy surrounding the follow-up to the recommendations issued by the Special Committee on Spatial Planning, Regional Assets, and Licensing (TRAP) of the Bali Provincial Legislative Council (DPRD Bali) regarding the development of the area managed by PT Bali Turtle Island Development (BTID) continues to intensify.

Although the committee’s final report and recommendations were approved during a DPRD Bali Leadership Meeting on June 2, 2026, they have yet to be scheduled for discussion in a plenary session, prompting criticism from the majority of committee members and several faction leaders.

During an online coordination meeting attended by representatives of the Indonesian Democratic Party of Struggle (PDI-P), NasDem-Democrat, and Gerindra-PSI factions, participants questioned why the DPRD leadership had not yet brought the committee’s recommendations before the plenary forum.

The meeting was attended by TRAP Committee Chairman I Made Supartha, Deputy Chairman Gede Harja Astawa, Secretary Dewa Rai, and committee members I Nyoman Oka Antara and Ketut Rochineng. The Golkar faction, however, was notably absent from the discussion.

TRAP Committee member I Nyoman Oka Antara stated that all attendees, except Golkar, shared the same concern regarding the delay in holding a plenary session for recommendations that had already gone through all required stages of deliberation.

“Everyone present questioned why the committee’s recommendations, which have undergone comprehensive reviews, field inspections, public hearings, finalization, and approval by the leadership meeting, have still not been brought to a plenary session. What is happening with the DPRD leadership?” Oka Antara said.

According to him, under DPRD procedures, every completed committee report must be presented in a plenary session during the committee’s six-month working period. Once a report has been finalized, there should be no further delay in bringing it before the full council.

“It has been more than two weeks since the leadership meeting approved the recommendations, yet no plenary session has been scheduled. This raises serious questions,” he added.

Oka Antara emphasized that the committee had spent months conducting extensive investigations, including two field inspections of the BTID area, working visits to Buleleng, Karangasem, and Jembrana regencies, and at least three public hearing sessions with relevant stakeholders.

He also questioned the emergence of differing views from DPRD leaders who, according to him, were not directly involved in the committee’s fieldwork and deliberations.

“We were the ones conducting the inspections, carrying out the in-depth studies, and attending all the hearings. The leadership was not directly involved in those processes. Therefore, many members are asking how different conclusions can suddenly emerge regarding the committee’s findings,” he said.

During the meeting, Oka Antara further proposed that faction leaders evaluate the performance of the DPRD leadership if the delay in scheduling the plenary session continues.

“If the leadership is not carrying out its responsibilities in accordance with the law and DPRD regulations, then an evaluation should be conducted. Institutional duties must be fulfilled properly,” he asserted.

Echoing the same sentiment, TRAP Committee Deputy Chairman Gede Harja Astawa stressed that the committee’s recommendations constitute an official institutional product developed through a comprehensive process of supervision, analysis, field visits, and repeated public hearings.

He argued that all procedural requirements had been fulfilled and that the recommendations should therefore be immediately submitted to a plenary session for formal institutional consideration by the Bali Provincial DPRD.

As of the time this report was published, the leadership of the Bali Provincial DPRD had not issued any official explanation regarding the delay in scheduling a plenary session on the TRAP Committee’s recommendations.

Meanwhile, Golkar’s absence from the cross-faction coordination meeting has become a point of attention. The reason for the faction’s absence, as well as its official position regarding the postponement of the plenary session, remains unclear.
