Bali Prosecutors to Summon BTID Over Mangrove Land Swap Dispute in Jembrana and Karangasem

BALINEWSID.COM, DENPASAR – Bali High Prosecutor’s Office has confirmed it will summon PT Bali Turtle Island Development (BTID) for clarification over the disputed land swap scheme intended to compensate for mangrove forest clearing in Serangan, linked to the Kura Kura Bali Special Economic Zone project.

The move comes after prosecutors first decided to verify the validity of replacement land data in Jembrana and Karangasem regencies, which recently drew public attention following an inspection by the TRAP Special Committee.

The confirmation was delivered by Head of Operational Control at the Special Crimes Division of the Bali High Prosecutor’s Office, Dr. Anak Agung Ngurah Jayalantara, on Saturday (April 25, 2026).

He said a prosecution team would visit Jembrana on April 29, 2026, to conduct field verification by inviting several related institutions, including the local Land Agency (BPN), Environment and Forestry Office, Forest Area Consolidation Agency (BPKH), Tahura authorities, and village heads in areas where the replacement land is located.

“The investigation is still seeking material truth. We need to verify whether the land mentioned is truly the replacement land submitted by BTID under the handover documents for the Serangan area,” Jayalantara said.

According to him, many documents remain incomplete or invalid. He added that even officials at the Land Agency were not fully certain about the exact location of land claimed as compensation.

Jayalantara said differences in measurement methods between BPN and BPKH had become one of the obstacles, prompting prosecutors to gather all parties on site to match the data.

“We need to determine which land was accepted by BPKH, which was handed over by BTID, and whether it matches the facts on the ground. Everything must be clear,” he stressed.

After Jembrana, the investigation will continue in Karangasem, where conflicting data regarding the replacement land has also emerged.

The team will examine land handover reports submitted to the Environment and Forestry Office and BPKH, while also tracing land boundaries and ownership history.

When asked about the summons for BTID, Jayalantara said the company would be called only after prosecutors secure valid field data.

“BTID will also be questioned. But the stages must be completed first. After Jembrana and Karangasem, we must have valid data. Only then will we invite BTID. We will remain objective,” he said.
