Bali Provincial Government Tightens Coastal Waste Management, Governor Orders Comprehensive Systematic Clean-U

The Bali Provincial Government has tightened its measures to address marine debris along coastal areas. The commitment was emphasized directly by the Governor of Bali during an inspection of a beach clean-up activity held earlier today at Kedonganan Beach, Badung Regency. The activity involved personnel from the Indonesian National Armed Forces (TNI), the National Police (Polri), university students, and school students.

The joint clean-up was also attended by the Regent of Badung, representatives from the Ministry of Environment and Forestry (KLHK), the Ministry of Tourism, and regional government officials. The initiative forms part of the implementation of the sip-sipan system—a rotating work pattern carried out throughout the day to ensure that no waste accumulates along the coastline.

The Governor of Bali stressed that coastal waste management must not be handled partially or limited to certain hours.

“It cannot be clean in the morning and stop at noon. Waste management must be systematic and continuous. Marine debris can arrive at any time, so beaches must always be ready,” the Governor asserted during the inspection.

According to him, during the rainy season—when strong winds and ocean currents prevail—the volume of marine debris increases significantly, requiring full preparedness through a shift-based operational system.

Meanwhile, the Regent of Badung stated that the Badung Regency Government has prepared technical measures by deploying sanitation workers, garbage trucks, and heavy equipment on standby at several beach locations, including Kedonganan.

“Once the waste arrives from the sea, it is immediately collected and transported. There must be no delays. Beach cleanliness is the lifeblood of Bali’s tourism,” he said.

He added that the Badung Regency Government has allocated a substantial budget for coastal waste management, including the potential use of emergency funds amounting to hundreds of billions of rupiah should critical conditions arise.

In the same event, the Minister of Environment and Forestry explained that the waste currently being handled falls under the category of specific waste, namely marine debris that does not originate from local community activities or businesses.

“Because this is specific waste caused by flooding and ocean currents, it is given special treatment and can be managed at the Suwung Landfill,” the Minister explained.

The Minister also reaffirmed the enforcement of Law No. 18 of 2008 on Waste Management, including law enforcement through minor criminal sanctions (tipiring) for violations.

On the other hand, the Minister of Tourism emphasized that environmental cleanliness plays a crucial role in determining the competitiveness of Bali’s tourism sector and Indonesia’s tourism industry as a whole.

“If a destination is dirty, tourists will be reluctant to visit. The impact could reduce national tourism foreign exchange earnings by more than three percent,” he warned.

The involvement of the TNI, Polri, university students, and school students in this clean-up action symbolizes cross-sectoral and intergenerational collaboration. Both the central and regional governments have agreed to position Bali as a national model for sustainable and continuous coastal waste management. (FF)
