BALINEWSID.COM, DENPASAR — The Bali Provincial National Unity and Politics Agency (Kesbangpol) has proposed a 50 percent increase in political party financial assistance (Banpol), raising the allocation from Rp10,000 to Rp15,000 per valid vote starting in 2027. If approved by the central government, the total Banpol budget in Bali is projected to surge from around Rp24 billion to Rp35 billion.
Head of Domestic Politics Affairs at Kesbangpol Bali, I Made Arta Negara, said the proposal had undergone a fiscal capacity assessment and discussions with the Regional Government Budget Team (TAPD) before being submitted to the Bali Governor.
“The proposal has been discussed during the TAPD session and agreed upon, so the process has continued with submission to the Ministry of Home Affairs. We are currently waiting for approval from the central government regarding the increase,” Arta Negara said on Tuesday (May 19, 2026).
He explained that in the 2026 Fiscal Year, the Bali Provincial Government allocated nearly Rp24 billion in Banpol funds to six political parties that secured seats in the Bali legislature under the current scheme of Rp10,000 per valid vote.
The Indonesian Democratic Party of Struggle (PDI Perjuangan) received the largest share, totaling Rp14.46 billion after securing 1.44 million valid votes. It was followed by the Gerindra Party, which received Rp3.24 billion from 324,000 valid votes.
Meanwhile, the Golkar Party obtained Rp1.85 billion from 185,000 votes, the Democratic Party received Rp1.52 billion from 152,000 votes, the NasDem Party obtained Rp853.35 million from 85,000 votes, and the Indonesian Solidarity Party (PSI) received Rp582.17 million from 58,000 votes.
According to Arta Negara, the proposed increase aims to strengthen political education for the public amid increasingly complex democratic dynamics.
“We see that the public needs continuous education to better understand democracy, think critically, and understand their rights and obligations as citizens, including matters related to elections and political participation,” he said.
He stressed that the use of Banpol funds would remain focused on political education in accordance with prevailing regulations. The funds may also be used to support party secretariat operations, including administration, employee salaries, electricity bills, and other operational expenses.
Kesbangpol Bali also assured that the use of the funds would be strictly supervised in coordination with the Inspectorate and the State Audit Agency (BPK). Every political party is required to submit annual accountability reports.
“If they fail to comply with accountability requirements, especially if there are audit findings, sanctions will certainly be imposed,” he emphasized.
He added that Bali has been one of the fastest regions nationally in terms of Banpol reporting and disbursement processes. This year, the disbursement process was completed between late February and early March after all accountability reports were declared complete.
Arta Negara said the proposal for the increase is still under review at the Ministry of Home Affairs. Last April, Kesbangpol Bali was also summoned to discuss the proposal to raise the allocation to Rp15,000 per valid vote.
“The assessment of Bali’s fiscal condition is still considered good. So according to the regulations, an increase is actually possible,” he said.
