Bali DPRD Plenary Marked by Absence of Speaker and Waste Management Dispute

BALINEWSID.COM, DENPASAR — The 33rd Plenary Session of Bali’s Regional House of Representatives (DPRD) for the Second Sitting Period of the 2025–2026 legislative year was marked by notable developments, ranging from the absence of the council’s chair to renewed attention on the ongoing organic waste management controversy. The session, held at the Bali DPRD Building on Tuesday (April 14), focused on factional general views regarding two draft regional regulations: the Bill on Quality Tourism Governance in Bali and the amendment to Regional Regulation No. 1 of 2024 on Regional Taxes and Levies.

However, the plenary was not presided over by DPRD Bali Chair Dewa Made Mahayadnya, widely known as Dewa Jack. His absence was confirmed by Deputy Chair Diesel Astawa, who stated that Mahayadnya was attending a national retreat for regional legislative leaders, an initiative directed by Indonesian President Prabowo Subianto.

During the session, attention shifted to concerns raised by the Gerindra faction. Faction Chair Gede Harja Astawa highlighted discrepancies between public statements made by the DPRD Chair and Bali Governor regarding organic waste management policies.

According to him, the issue went beyond differing opinions and escalated into a public reprimand from the governor toward the DPRD Chair—an incident that had gone viral on social media.

“This raises public questions as to whether the reprimand was delivered in the capacity of a party leader to a cadre, or within the framework of regional governance,” he said during the plenary.

Responding to the issue, Bali Governor Wayan Koster maintained that his relationship with the DPRD Chair remains intact.

“It’s all fine—he is a party cadre,” Koster said briefly after the session.

The controversy initially emerged following a statement by the DPRD Chair regarding the allocation of approximately Rp400 billion for land procurement for composting facilities in Klungkung Regency. The remark drew a strong response from the governor, fueling public debate.

Despite the tensions, both parties have emphasized that communication remains open and constructive amid the evolving political dynamics.
