BALINEWSID.COM, DENPASAR — The Bali Regional House of Representatives (DPRD Bali) has raised concerns over several cases involving foreign nationals, including an alleged indecent act by a foreigner in front of a resident’s home in Tibubeneng, Badung.

The council is calling for stronger implementation of the Sipandu Beradat security system, a community-based security mechanism involving traditional villages, local security officers, government authorities and law enforcement agencies.

Chairman of DPRD Bali Commission I, I Nyoman Budiutama, stressed that maintaining public security and order should not be left solely to the police. He said cooperation among all stakeholders, including traditional villages, pecalang customary security officers, immigration authorities and local communities, is essential.

“This is not only about foreigners. We are talking about security and public order in general. Maintaining security is not only the responsibility of the police. All parties must work together and coordinate,” Budiutama said.

He said Commission I had previously invited various stakeholders, including the police and pecalang, to discuss security and public order issues in Bali.

According to Budiutama, Bali has a community-based security system rooted in its traditional villages, which can play an important role in maintaining public order. Therefore, he said, Sipandu Beradat must be implemented effectively at the village level.

“Each village should already have the system in place. Based on reports from the Majelis Desa Adat (MDA) and the police when we summoned them, it has been established. However, there may be obstacles in its implementation, and we do not yet know what those obstacles are,” he said.

The recent viral cases involving foreign nationals have prompted Commission I to push for an evaluation of how effectively Sipandu Beradat is operating in the field.

The politician from Bangli also stressed that Bali must not become a place where foreigners commit crimes or violate the law.

“We must not allow the impression that Bali is being used as a place to commit crimes. Sometimes people may have committed crimes in their own countries and then commit crimes in Bali. We must not allow that to happen,” he said.

In addition to alleged indecent behavior, the Bali council is also concerned about drug-related cases involving foreign nationals. Budiutama said drug-related problems were no longer limited to urban areas but had begun reaching rural communities.

He urged traditional security officers and local communities not to ignore suspicious activities related to drugs.

“Do not protect each other. If there are drugs, they must be reported. They should not be ignored as if people are protecting one another, because that damages the younger generation,” he said.

Commission I is also considering holding another public hearing with relevant stakeholders if developments require further action.

Beyond strengthening security personnel, DPRD Bali is also encouraging the use of technology, particularly closed-circuit television (CCTV), in areas considered vulnerable to crime.

Budiutama urged provincial and local governments to support traditional villages in providing CCTV infrastructure as part of efforts to strengthen community-based security.

“In addition to what has already been prepared by the Bali Police, we are encouraging subsidies from provincial and local governments for CCTV preparations. That would also help,” he said.
