BALINEWSID.COM, DENPASAR — Bali Governor Wayan Koster has issued Bali Governor Instruction No. 6 of 2026 on improving the performance, quality and integrity of public programs and services across the Bali Provincial Government.

Issued on August 12, 2026, the instruction applies to all state civil servants (ASN), including civil servants (PNS) and government employees under work agreements (PPPK), within the Bali Provincial Government.

The policy calls for stronger performance, better public services and greater integrity among government employees in support of Bali’s “Nangun Sat Kerthi Loka Bali” vision and the island’s Comprehensive and Planned Development Pattern in the Bali Era Baru.

Under the instruction, ASN personnel are required to improve performance and innovation to accelerate government development programs. They are also expected to provide public services that are friendly, courteous, respectful, clean, professional, responsive, timely and focused on public satisfaction.

Koster further instructed government employees to establish a zero-complaint work environment that rejects gratification, promotes a healthy and productive workplace, encourages collaboration and remains free from intervention and abuse of authority.

ASN personnel must treat members of the public fairly, equally and with dignity, without discrimination. They are also required to complete their duties on time and responsibly, identify and control potential conflicts of interest and corruption risks, listen carefully to public complaints, provide clear and honest information, and offer solutions within their authority.

The instruction also establishes a series of strict prohibitions.

Government employees are prohibited from using the name of a superior to request money, goods or services; using their position for personal or third-party gain; interfering in government administrative processes for personal or group interests; and requesting or accepting any form of compensation for services that fall within their official duties.

ASN personnel are also prohibited from providing discriminatory or unfair services based on social or economic status, ethnicity or religion. They may not use government information, facilities, assets, vehicles, budgets or other public resources for personal interests or purposes outside applicable regulations.

Another key provision prohibits ASN personnel from spreading hoaxes or posting political comments on social media that are not supported by data and facts.

The instruction also explicitly prohibits extramarital affairs, drug use, online gambling and the use of online lending services. Government employees are further prohibited from engaging in other improper conduct that violates laws and regulations.

To ensure compliance, officials are instructed to impose administrative sanctions, disciplinary penalties and/or other legal sanctions within their authority against employees who are suspected or proven to have violated the instruction or other applicable laws and regulations.

Koster also called on all ASN personnel to safeguard integrity both horizontally and vertically. Suspected violations can be reported to the Bali Governor or a designated team based on data and factual evidence through the complaint hotline 08214666666.

The instruction was signed by Governor Wayan Koster on Wednesday, August 12, 2026, and copies were sent to the Minister of Home Affairs, the Minister of Administrative and Bureaucratic Reform, and the Head of the National Civil Service Agency.

The policy underscores the Bali Provincial Government’s position that effective public service is measured not only by the achievement of development targets, but also by the discipline, integrity and conduct of every government employee in exercising public authority.
