BALINEWSID.COM, BULELENG — The Building Approval (Persetujuan Bangunan Gedung/PBG) for a telecommunications tower in Bongancina Village, Busungbiu District, Buleleng Regency, has come under scrutiny after legal counsel for I Dewa Made Mertayasa identified several alleged administrative discrepancies in the permit documents.

The lawyer, Dr. Ir. Ketut Agus Karmadi, S.H., M.T., M.B.A., I.P.U., A.Eng., said his team had reviewed PBG No. SK-PBG-510803-18092026-001, issued on September 18, 2026, and found discrepancies involving the applicant’s identity, the project location, the building ownership classification and verification through the Building Management Information System (SIMBG).

“This is a state document. Every piece of information contained in it must be accurate because it concerns the legality of the construction,” Agus said.

One of the main issues raised concerns the identity of the building owner, listed in the document as PT Tower Bersama. The PBG states the company’s address as The Convergence Indonesia, 11th Floor, Rasuna Epicentrum, Jalan HR Rasuna Said, South Jakarta. However, another section of the same document also lists an address in Condongcatur Village, Depok District, Sleman Regency, Yogyakarta.

According to Agus, the appearance of two different addresses in the applicant’s identity requires clarification and verification by the government agency that issued the permit.

Another discrepancy concerns the location of the construction site. The main page of the PBG identifies the project as being located in Busungbiu District, while Appendix A reportedly spells the district name as “Busungbius.”

“The location of the project must be consistent throughout the document. Even a minor discrepancy needs to be verified,” Agus said.

The legal team also questioned the ownership classification in the PBG, which appears to include both “Legal Entity/Non-Legal Entity Business Entity,” even though the building owner is identified as a limited liability company.

Agus further said his team had attempted to verify the document using its QR code and through SIMBG. However, the PBG number reportedly could not be accessed through the system.

“We tried several times, but the data did not appear. It needs to be determined whether this was caused by a system problem or an administrative issue,” he said.

Another issue raised concerns Appendix E of the PBG, which contains provisions regarding the suspension of the permit if warning letters are not followed up. Agus said his side had received information that the local government had already issued a first and second warning letter, or SP1 and SP2.

In response to the findings, the legal team is preparing a formal legal notice to the head of the Buleleng Investment and One-Stop Integrated Services Agency (DPMPTSP) and the Buleleng Public Works and Spatial Planning Agency (PUPR), which is involved in providing technical recommendations.

Agus emphasized that the findings should not yet be interpreted as evidence of a criminal offense. He said his side was requesting an official examination and clarification of the documents and the process through which the PBG was issued.

“We are not trying to shape public opinion. We are simply asking for all the data to be disclosed and verified so that there is legal certainty,” Agus said.

According to the PBG document reviewed by the legal team, the project involves the construction of a 62-meter telecommunications tower with a building area of 100 square meters in Bongancina Village, Busungbiu District, Buleleng Regency. The document also lists a building approval levy of Rp8,902,500.

As of the publication of this report, clarification from the government agencies that issued or technically recommended the PBG, as well as from the company concerned, had not yet been received.
