BALINEWSID.COM, DENPASAR — The Bali Provincial Government will appeal a Denpasar State Administrative Court (PTUN) ruling that granted a lawsuit challenging the government’s action against the glass elevator project at Kelingking Beach, Nusa Penida, Klungkung.

Bali Governor Wayan Koster said the appeal was part of the legal process that must be pursued. The provincial government’s legal team is currently preparing its arguments and legal materials for the next stage of proceedings.

“We will appeal the glass elevator case. It is part of the judicial process. For the appeal, with the experience from this court proceeding, we need to be better prepared,” Koster said after a plenary session of the Bali Regional House of Representatives (DPRD Bali) on Monday (September 7, 2026).

Koster confirmed that the appeal would be filed within the applicable deadline, which is a maximum of 14 days after the ruling was issued.

“Immediately. The maximum is 14 days from the decision. It is currently being prepared,” he said.

Koster also questioned the Denpasar PTUN ruling, which favored PT Indonesia Kaishi Tourism Property Investment Development, the company operating the glass elevator project.

According to Koster, there are substantive issues concerning the project’s permits, particularly the Building Approval (Persetujuan Bangunan Gedung/PBG). He claimed that the PBG issued for the project only covered a ticketing booth.

“If we look at the substance logically, the PBG that was issued only covers the ticket booth,” Koster said.

He also questioned several structures forming part of the project, which he said were not covered by the existing PBG.

“The attachments are very extensive. There is a bridge, an elevator and a descent route. That alone is 800 meters, and there is no PBG for it,” Koster said.

Despite his concerns, Koster said the final legal process would remain in the hands of the judges. The Bali Provincial Government, he said, would focus on strengthening its legal arguments and evidence during the appeal.

“How could it substantively be granted there? That is for the judges to decide,” he said.

Koster added that coordination with the provincial government’s legal team had already been carried out. The Legal Bureau would serve as coordinator, while the legal team would handle the court proceedings.

Previously, a panel of judges at the Denpasar PTUN, chaired by I Dewa Gede Puja, granted the lawsuit filed by PT Indonesia Kaishi Tourism Property Investment Development in Case Number 17/G/2026/PTUN.DPS.

The panel declared invalid a letter issued by the Head of the Bali Provincial Public Order Agency (Satpol PP), Number B.22.300.1/11634/Bid.II/Satpol PP, dated November 27, 2025. The letter was addressed to Zhang Zhiliang, Director of PT Indonesia Kaishi Tourism Property Investment Development Group.
