BALINEWSID.COM, DENPASAR – The Regional Office of the National Land Agency (BPN) of Bali Province has stated that the implementation of Electronic Land Certificates is a significant step toward strengthening land ownership protection while reducing opportunities for land mafia activities.

Head of the Control and Dispute Resolution Division at the Bali BPN Regional Office, Hardiansyah, S.H., M.H., said the electronic system does more than simply convert physical certificates into digital documents. It also introduces stricter monitoring mechanisms for any changes made to land records.

“Even changing a single coordinate point requires a team. Every process must go through multiple stages of verification and supervision,” Hardiansyah said.

According to him, every activity related to land data within the electronic system leaves a traceable digital footprint. This represents a major difference from the conventional land administration system.

“The system is designed to leave a digital trail that cannot simply be erased. Every individual who accesses or processes data is recorded within the system,” he explained.

Hardiansyah said the implementation of electronic certificates is also intended to improve legal certainty for the public. In addition to reducing the risk of losing or damaging physical documents, the new system is expected to enhance transparency in land services.

However, he acknowledged that the digital transformation of the land sector still faces several challenges, including data migration processes and the need to educate the public about technology-based services.

He emphasized that physical land certificates currently held by the public remain legally valid and do not automatically lose their legal standing.

“Many people still believe that physical certificates will immediately become invalid. That is not true. Existing certificates remain legally valid. The electronic system is designed to improve security and certainty in land administration,” Hardiansyah said.

Regarding costs, he explained that the conversion of physical certificates into electronic certificates is subject to fees in accordance with existing regulations. In certain cases, BPN officers may also conduct inspections or remeasurements to ensure that physical land data matches the information stored in the electronic system.

The Indonesian government is continuing to promote the implementation of electronic land certificates as part of the modernization of the national land administration system. The initiative is expected to improve service efficiency while strengthening public protection of land ownership rights amid increasingly complex land disputes across various regions.

Through a more integrated and digitally documented system, BPN hopes to enhance public trust in land administration while further reducing opportunities for data manipulation and land mafia practices.
