BALINEWSID.COM, JAKARTA — The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has begun preparing its 2027 Work Plan and Budget, with Secretary General Dalu Agung Darmawan emphasizing that budget planning must be measurable, accountable, and focused on delivering tangible benefits to the public.

Dalu said the success of budget implementation should not be measured solely by the level of budget absorption, but also by the quality of outputs and their impact on society.

“Budget implementation should not only be measured by the level of absorption, but also by the quality of the output. We do not want activities that simply achieve targets. We must pay attention to output quality, compliance, and tangible impacts on society,” Dalu said while opening an online meeting on the preparation of the 2027 Work Plan and Budget on Monday (September 28, 2026).

The ministry’s 2027 budget planning is aligned with the government’s 2027 Work Plan, which carries the theme “Accelerating Quality Growth through Productivity, Investment and Industry.”

Dalu said every program, activity, and budget allocation within the ATR/BPN Ministry must support the government’s broader agenda through the ministry’s authority in land affairs and spatial planning.

He urged planners to ensure that activities such as land measurement, mapping, and certificate issuance contribute to the pillars of productivity, investment, and industry.

“Planners need to understand the broader macro context. If you are carrying out activities such as measurement, mapping, certificate issuance, and other activities in 2027, they must be directed toward the pillars of productivity, investment, and industry,” Dalu said.

He said support for the government’s agenda would include housing financing and the management of slum settlements, post-disaster rehabilitation and reconstruction, integrated digital services, streamlined licensing, support for strategic areas, and spatial certainty.

The ministry also emphasized the importance of coordination among government institutions and other stakeholders in implementing its programs and budget.

ATR/BPN Expert Staff for Public Participation and Regional Government, Andi Tenri Abeng, said strong internal and external coordination was necessary to ensure that the ministry’s performance could be properly monitored and accounted for.

The ministry continues to coordinate with several government institutions and stakeholders, including the Coordinating Ministry for Infrastructure and Regional Development, the Presidential Staff Office, and the Ministry of National Development Planning/National Development Planning Agency (Bappenas).

Andi also highlighted ongoing cooperation between the ministry, the Corruption Eradication Commission (KPK), and regional governments. The cooperation, which has so far been established in six provinces, is expected to expand to other provinces.

He encouraged regional offices that have not yet established or launched cooperation with the KPK and local governments to adopt practices that have already been implemented in other provinces.

Andi also called on all work units to submit performance reports on time and regularly update data through the Budget Implementation Quality Control System (SKMPP).

“Do not tire of providing updated reports to make it easier for us to assess everyone’s performance. Continuous updates to the reporting system are expected to make real-time performance monitoring increasingly easier,” Andi said.

The online budget-planning meeting was attended by several heads of provincial BPN regional offices and their respective teams. ATR/BPN Head of the Bureau of Planning and Cooperation Bahrun Munawir also attended the meeting.
