Hutama Karya, JAMDATUN Strengthen Legal Oversight of Strategic Projects

BALINEWSID.CIM, JAKARTA — PT Hutama Karya (Persero) has signed a cooperation agreement with the Deputy Attorney General for Civil and Administrative Affairs (JAMDATUN) of the Attorney General’s Office of Indonesia to strengthen legal assistance and oversight in civil and administrative matters.

The agreement was signed in Jakarta on Wednesday (August 26, 2026), renewing the legal framework for cooperation between the two institutions. It covers Hutama Karya’s headquarters and all of its subsidiaries.

The signing was attended by Deputy Attorney General for Civil and Administrative Affairs Prof. (H.C.) Dr. R. Narendra Jatna, S.H., LL.M., along with JAMDATUN Secretary Dr. Sila Haholongan Pulungan, S.H., M.Hum., and other JAMDATUN officials. Hutama Karya President Director Koentjoro attended alongside the company’s board of directors and board of commissioners, led by President Commissioner Denny Abdi.

Koentjoro said the agreement was strategically important for the company because its various assignments, particularly strategic infrastructure projects, often involve potential legal issues in the field.

“As a state-owned enterprise, we have responsibilities that go beyond achieving business targets. Therefore, legal aspects cannot be overlooked, as they are an important pillar in carrying out our work and ensuring compliance with good corporate governance principles,” Koentjoro said.

The legal cooperation covers five areas: legal assistance, legal advice, other legal actions, human resource capacity building, and other forms of cooperation.

Under the agreement, government attorneys, known as Jaksa Pengacara Negara (JPN), will provide legal assistance from the planning stage through the completion of projects. This includes reviewing land acquisition processes, drafting large-scale construction contracts, resolving civil and administrative disputes, recovering assets, and collecting corporate receivables through both litigation and non-litigation mechanisms.

The legal assistance will focus on areas considered vulnerable to disputes, including land acquisition, community lawsuits, disruptions to strategic projects, and potential disputes involving project owners, vendors and subcontractors.

As a toll road business entity, Hutama Karya has been entrusted by the government since 2014 with developing strategic toll road infrastructure in Sumatra. The assignment forms part of the government’s efforts to accelerate national strategic infrastructure development.

At the same time, JAMDATUN is overseeing legal assistance for the government’s program to streamline state-owned enterprises and their subsidiaries through the BUMN Streamlining Legal Oversight Team. The cooperation with Hutama Karya is therefore also aligned with the broader national agenda for restructuring state-owned corporations.

Narendra Jatna said early legal assistance could give corporations greater confidence to make accountable business decisions.

“Compliance is not a bureaucratic obstacle to doing business. Properly documented compliance is the best defense when a decision is challenged,” he said.

He added that the involvement of government attorneys should begin at the planning stage, rather than after legal problems emerge.

The cooperation is expected to provide greater legal certainty for the completion of strategic infrastructure projects while protecting state assets managed by Hutama Karya.

Hutama Karya also reaffirmed its commitment to maintaining clean, transparent and integrity-based corporate governance as part of the Danantara ecosystem.

The cooperation is also intended to support the government’s Asta Cita agenda, particularly legal reform, corruption prevention and equitable development through accelerated infrastructure development, in line with Sustainable Development Goal 16 on peace, justice and strong institutions.
