Bali Civil Service Police Short of 200 Personnel as Enforcement Demands Grow

Head of Bali Satpol PP, Dewa Rai Dharmadi.

BALINEWSID.COM, DENPASAR — The Bali Provincial Civil Service Police Unit (Satpol PP) is seeking around 200 additional personnel to strengthen supervision and enforcement of regional regulations amid increasingly complex public-order issues across the island.

Head of Bali Satpol PP Dewa Rai Dharmadi said the provincial unit currently has 205 personnel. However, an internal assessment found that nearly 200 additional officers are needed to meet operational requirements.

“We have conducted a manpower needs assessment in accordance with the applicable provisions, and we are short of nearly 200 personnel at the provincial level. We have also submitted a request for the additional personnel,” Rai Dharmadi said at the Bali Satpol PP office on Tuesday (August 18, 2026).

He said the shortage was largely driven by the broad scope and increasing complexity of Satpol PP’s duties. Although Bali is relatively small geographically, the problems requiring supervision and enforcement are becoming increasingly diverse.

“The workload is quite heavy. Bali is not a very large area, but the complexity of the problems is significant,” he said.

Among the issues handled by Satpol PP are violations of spatial-planning regulations, the construction of unlicensed tourism accommodation, and various violations involving both local residents and foreign nationals.

“These are among the initial responsibilities of Satpol PP, while the subsequent follow-up is handled by the relevant agencies,” Rai said.

Despite the personnel shortage, Rai stressed that the limited workforce has not weakened the province’s enforcement efforts.

He said Bali Satpol PP has been working closely with municipal and regency-level Satpol PP units to optimize supervision and enforcement across the island.

“It does not mean that we are not taking any action. Through good coordination, we can help ease the workload at the provincial level,” he said.

Rai said additional personnel would significantly strengthen Satpol PP’s capacity to monitor and enforce regulations, particularly as Bali faces increasingly complex challenges related to public order and community peace.
