BALINEWSID.COM, GILIMANUK — Authorities have seized 25 cattle bound for Lampung after uncovering falsified quarantine documents at Gilimanuk Port, as demand for sacrificial animals surges ahead of Eid al-Adha.
The enforcement action was carried out on Thursday (May 7) by the Indonesian Quarantine Agency through the Bali Center for Animal, Fish, and Plant Quarantine. A truck transporting the cattle from Jembrana Regency was intercepted at the Gilimanuk quarantine service unit while attempting to cross to Java.
Head of Bali Quarantine, Heri Yuwono, said the vehicle initially passed without reporting to officers. However, a subsequent inspection revealed irregularities in the quarantine paperwork.
“Officers checked the document completeness and found that the quarantine documents were falsified,” Heri said in a written statement on Friday (May 9).
He explained that the Animal Health Certificate (KH1) presented was not registered in the BEST TRUST system managed by the Indonesian Quarantine Agency. In addition, the QR code on the document was invalid when scanned.
The cattle and the transport truck have been secured at the animal quarantine installation in Gilimanuk. Meanwhile, the vehicle owner has been questioned, and the case has been handed over to the Jembrana Police for further legal proceedings.
Heri noted that livestock traffic out of Bali typically spikes significantly ahead of Eid al-Adha. He warned that shipments conducted outside proper procedures pose serious risks, including the spread of infectious diseases such as foot-and-mouth disease and lumpy skin disease.
Authorities have tightened supervision at all entry and exit points of Bali’s quarantine zones to ensure that animals transported are healthy and safe.
“This measure is crucial to ensure that people performing qurban receive livestock that are healthy, fit, and compliant with religious standards,” he said.
He emphasized that falsifying quarantine documents violates Law No. 21 of 2019 on Animal, Fish, and Plant Quarantine, particularly Article 35 in conjunction with Article 88.
