Bali Government Prepares Contingency Plan as ASN Payroll Shift to State-Owned Banks Looms

BALINEWSID.COM, DENPASAR – The Bali Provincial Government is preparing a contingency plan amid growing speculation over the possible transfer of regional civil servants’ payroll accounts from Bank Pembangunan Daerah (BPD) Bali to state-owned banks under the Himbara group.

Bali Governor Wayan Koster said the provincial government had taken anticipatory measures in coordination with relevant stakeholders to mitigate the potential impact on BPD Bali’s capital if the payroll transfer goes ahead.

“If it is withdrawn, we need to have another scenario to strengthen its capital,” Koster said after attending a Bali Regional House of Representatives (DPRD Bali) plenary session on Monday (Sept. 21, 2026).

Koster acknowledged that a transfer of civil servants’ payroll accounts would affect BPD Bali. However, he said he believed the disruption would not last long.

He also said BPD Bali was prepared to deal with a potential change in its funding sources.

“Yes, it is ready. There may be some disruption for about a year,” said Koster, who is from Sembiran Village in Buleleng.

Earlier, the Financial Services Authority (OJK) Bali had urged BPD Bali to diversify its funding sources and customer base rather than relying heavily on civil servants.

OJK Bali Head Parjiman said the situation should be used as an opportunity for BPD Bali to expand its business into the corporate and private sectors.

“This is an opportunity to innovate. We should not depend solely on civil servants, but also target the corporate and private sectors. If possible, the bank should be ready to compete with banks that are members of Himbara and Perbanas,” Parjiman said on Wednesday (Sept. 15, 2026).

Parjiman said BPD Bali’s current performance remained relatively strong. The bank, headquartered in Renon, Denpasar, has substantial assets and contributes profits to regency and municipal governments across Bali.

In terms of lending, BPD Bali has also performed well compared with a number of other regional development banks in Indonesia. The bank’s share of productive loans has reached 52 percent, according to Parjiman.

Nevertheless, OJK has warned that a transfer of civil servants’ payroll accounts could affect BPD Bali’s liquidity. The impact could extend to the bank’s lending capacity and asset growth.

For that reason, BPD Bali needs to prepare both short- and long-term strategies to ensure that changes in its funding sources do not significantly affect its financial ratios, Parjiman said.

He also revealed that some civil servants’ payroll accounts had already been moved from BPD Bali to state-owned banks under Himbara.

The development has further underscored the need for BPD Bali to broaden its customer base beyond the civil servant segment and strengthen its business in other sectors.
