Two Immigration Detainees Transferred from Bali to Makassar

BALINEWSID.COM, BADUNG — The Denpasar Immigration Detention Center (Rudenim Denpasar) escorted and secured the transfer of two immigration detainees to the Makassar Immigration Detention Center (Rudenim Makassar) on Wednesday, September 16, 2026.

The transfer was carried out through I Gusti Ngurah Rai International Airport in Bali after receiving approval from the Directorate General of Immigration.

The two detainees were identified by their initials as MF, a Senegalese national, and SM, a Ugandan national.

MF has been detained since October 14, 2025, after violating Article 78 Paragraph (2) of Law No. 6 of 2011 on Immigration by overstaying his permitted stay for 25 days.

An earlier deportation attempt, funded by the Embassy of Senegal in Malaysia, was scheduled for May 7, 2026. However, the deportation was cancelled after MF resisted and was considered to be in an unstable condition at the airport. He subsequently refused to be repatriated.

Meanwhile, SM has been detained since April 17, 2026, for violating Article 75 Paragraph (1) of the Immigration Law by providing false information in order to obtain a work-related Temporary Stay Permit (ITAS).

Before carrying out the transfer, Rudenim Denpasar conducted a series of risk-mitigation measures, including assessments related to flight safety and the detainees’ health conditions. Their medical conditions were also consulted with doctors to ensure they were fit for the journey.

The transfer was approved by the Directorate General of Immigration, partly because the budget allocation for detainee meals at Rudenim Denpasar was nearing exhaustion.

Head of Rudenim Denpasar Teguh Mentalyadi said the transfer was intended to optimize the detention center’s available budget while ensuring that the process complied with immigration regulations.

“We carried out the transfer to Rudenim Makassar with the approval of the Directorate General of Immigration to optimize the allocation of the detainees’ meal budget at Rudenim Denpasar. We ensured that the entire transfer process was carried out in accordance with the regulations, while maintaining security and ensuring a smooth journey,” Teguh said.
