Allegations of Tender Rigging Resurface in Bogor, “Silo” Name Draws Public Attention

BALINEWSID.COM, BOGOR – Allegations of project tender manipulation within the Bogor Regency Government have resurfaced, drawing renewed public attention after community groups, business actors, and anti-corruption activists raised concerns over possible bid-rigging practices in several projects funded under the 2025 Regional Budget (APBD).

The issue gained momentum through a series of demonstrations held at the Bogor Regency Procurement Services Unit (ULPBJ). Protesters alleged that collusion may have occurred in the selection process for several strategic regional development projects, claiming that the evaluation and awarding of contracts were not conducted in a fully competitive and transparent manner.

F. Fawait, coordinator of one of the anti-corruption groups involved in the demonstrations, stated that his team had identified several irregularities in the procurement process. These included alleged changes to certain tender requirements and suspected interference in the evaluation of participating bidders.

According to Fawait, the findings have fueled speculation regarding the involvement of individuals who may possess influence outside the formal structure of government institutions.

One name that has repeatedly appeared in media reports is an individual known as “Silo.” Several sources and media informants have claimed that the person has influence over the distribution of government projects in Bogor Regency and allegedly requests a 15 percent fee from contractors.

However, as of now, no official documents, law enforcement investigation findings, or court rulings have confirmed the individual’s involvement in any project-rigging scheme. Consequently, all allegations remain unproven and require further legal verification.

Public scrutiny intensified following reports of alleged tender manipulation involving several high-value projects, including the Bojonggede–Kemang (Bomang) road infrastructure project, which is worth tens of billions of rupiah. Several contractors reportedly claimed to have encountered additional requirements they considered unusual shortly before the announcement of the winning bidder.

Meanwhile, parties mentioned in various reports have denied any wrongdoing. Construction industry organizations and related stakeholders have maintained that all procurement processes were conducted in accordance with applicable regulations and that legal mechanisms, including objection and appeal procedures, remain available for bidders who believe they have been treated unfairly.

Apart from the 2025 procurement concerns, several projects in Bogor have previously attracted public attention due to alleged violations of technical specifications and questions regarding construction quality. These issues have led to calls for stronger oversight of regional budget spending.

Governance experts argue that the growing number of allegations highlights the need for greater transparency in public procurement systems, independent audits, and broader public access to information. They believe such measures are essential to ensuring accountability and maintaining public trust in government procurement processes.
