BALINEWSID.COM, ATAMBUA — The Belu Immigration Office has expanded access to passport services through its IM CARE outreach program, a service designed to assist applicants who are unable to visit the immigration office because of illness or mobility limitations.

The latest service was provided to an 87-year-old passport applicant who was undergoing medical treatment at Bethesda Clinic in Atambua on September 29, 2026.

Under the IM CARE program, immigration officers traveled directly to the applicant’s location to process the passport application. The service was carried out in accordance with applicable standard operating procedures (SOPs) and immigration regulations.

Head of the Belu Immigration Office, Jusup Pehulisa Ginting, said the initiative reflects the institution’s commitment to ensuring that people facing mobility challenges can continue to access immigration services.

“Through IM CARE, we want to ensure that every citizen, regardless of their health condition or physical limitations, has equal access to immigration services that are accessible, humane and professional,” Jusup said.

Officers Visit Applicants at Their Location

The IM CARE process begins when the applicant’s family contacts the Belu Immigration Office to provide information about the applicant’s condition and location.

Immigration officers then verify the required documents, including identity documents, a previous passport if available, and a medical certificate from the hospital or health facility.

After the requirements have been verified, the immigration office coordinates with the applicant’s family and the health facility to determine the appropriate arrangements for providing the service outside the immigration office.

Officers subsequently visit the applicant to conduct document verification and an interview, as well as take photographs and collect fingerprints for biometric processing.

Once the application process is completed, the applicant or family member makes the required payment of Non-Tax State Revenue (PNBP) in accordance with the applicable tariff. The passport is then processed for issuance and delivered through the established mechanism.

Bringing Immigration Services Closer to the Community

The Belu Immigration Office said IM CARE is part of its efforts to transform public services by responding directly to the needs of the community.

The program is intended for passport applicants who are unable to travel to the immigration office because of health conditions or other mobility limitations.

By bringing officers directly to applicants, the program seeks to ensure that access to immigration services is not restricted by physical or health-related challenges.

The initiative also reflects the Belu Immigration Office’s commitment to providing responsive public services while emphasizing accessibility, professionalism and empathy.
