BALINEWSID.COM, JAKARTA — Indonesia’s Directorate General of Corrections (Ditjenpas), together with the Inspectorate General of the Ministry of Immigration and Corrections (Kemenimipas), is strengthening oversight and governance across the country’s correctional system as part of efforts to improve institutional integrity.

Director General of Corrections Mashudi instructed all regional offices and correctional technical units to inspect facilities and address any buildings or infrastructure that do not comply with regulations.

“Conduct inspections at all regional offices and technical units. If any buildings or facilities are found to be non-compliant, dismantle them immediately and follow up accordingly. The conditions between blocks for inmates must be the same. Therefore, standardize them all,” Mashudi said on Tuesday (Sept. 29, 2026).

Mashudi said every finding must be addressed promptly in accordance with correctional principles and applicable laws and regulations.

Oversight of correctional facilities will also be strengthened through inspections and joint operations at several work units. Officials have been instructed to maintain integrity and unity in carrying out their duties and to verify information circulating on social media against actual conditions on the ground.

“Maintain integrity and unity. Let us improve the correctional system together,” Mashudi said.

Mashudi also instructed officials to maintain existing rehabilitation programs, including micro, small and medium enterprise (MSME) activities and food security programs, as part of the ministry’s 15 Action Programs.

He also stressed the need for careful medical assessments when granting sentence reductions, or remissions, based on inmates’ health conditions.

Such assessments must be supported by accountable medical records and examination results, particularly for inmates suffering from serious or incurable illnesses, life-threatening conditions, or illnesses requiring further treatment.

The director general also called on probation and parole offices to continue carrying out their functions effectively and providing benefits to the public. Officials were urged to maintain discipline and support one another in performing their duties.

Inspectorate Calls for Governance Reform

Kemenimipas Inspector General Rudi Setiawan said concerns surrounding the correctional system should be used as an opportunity to evaluate and improve governance.

“We must take responsibility for our integrity and improve the governance of the care, rehabilitation and development of inmates in accordance with regulations,” Rudi said.

Rudi also instructed officials to address any facilities that were not included in approved planning documents in accordance with applicable regulations.

He said oversight should be strengthened over various correctional processes, including parole, cooperatives, telecommunications outlets and the granting of remissions.

Rudi stressed that reports and information submitted by officials must accurately reflect actual conditions.

“We must provide accurate reports and information. Let us change before others change us,” he said.

Previously, the Directorate General of Corrections conducted an inspection following findings by Indonesia’s Ombudsman at Cibinong Class IIA Correctional Facility in Bogor Regency, West Java.

The inspection involved the Directorate of Security and Intelligence, the Directorate of Internal Compliance, the State Property Division and the Inspectorate General of Kemenimipas.

The ministry said the measures were part of efforts to establish a professional and accountable correctional system while ensuring that duties are carried out in accordance with regulations and principles of humane treatment of inmates.
