BALINEWSID.COM, JAKARTA — Indonesia’s Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has expanded the implementation of its Integrated Land Rights Transfer Service, known as PERINTIS, to 95 Land Offices across the country.

The expansion took effect on Sept. 24, 2026, coinciding with National Agrarian and Spatial Planning Day, or HANTARU.

Head of the Ministry’s Public Relations and Protocol Bureau, Uunk Din Parunggi, said the PERINTIS 10-Day Service had previously been piloted at 17 Land Offices beginning Aug. 17.

“Coinciding with HANTARU, the PERINTIS 10-Day Service has now been implemented at 95 Land Offices. Previously, the service had been piloted at 17 Land Offices starting Aug. 17,” Uunk said at the Ministry of ATR/BPN in Jakarta on Friday (Sept. 25, 2026).

The second phase added 78 Land Offices across 19 provinces. The ministry is targeting nationwide implementation of the service beginning Jan. 1, 2027, in accordance with the direction of Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Nusron Wahid.

“We have added 78 Land Offices across 19 provinces. Our target is for the service to be operational at Land Offices throughout Indonesia by the end of the year,” Uunk said.

The 78 Land Offices added in the second phase are located in Jakarta, West Java, Banten, Central Java, Yogyakarta, East Java, North Sumatra, West Sumatra, South Sumatra, Riau, Lampung, South Kalimantan, East Kalimantan, West Nusa Tenggara, East Nusa Tenggara, Bali, South Sulawesi, Central Sulawesi and West Sulawesi.

The PERINTIS 10-Day Service integrates three stages of the land-rights transfer process involving local governments, Land Deed Officials (PPAT), and Land Offices.

The first stage involves the verification of Land and Building Acquisition Duty (BPHTB) by local governments, which must be completed within a maximum of three days. If the BPHTB is not verified within that period, the application is deemed approved under a positive-fictitious approval mechanism.

The second stage is the preparation of the Sale and Purchase Deed (AJB) by a PPAT, which must be completed within a maximum of two days.

The final stage involves the processing of the application file by the Land Office, with a maximum completion time of five days.

Through the three-stage process, the government aims to complete land-rights transfer services within a maximum of 10 days.

The ministry said the implementation of the PERINTIS 10-Day Service is the result of coordination among local governments, PPATs and Land Offices. The collaboration is intended to provide greater certainty over the processing time for land-rights transfers.

The PERINTIS 10-Day Service is part of a broader transformation of services and organizational processes being carried out by the Ministry of ATR/BPN to provide greater certainty and efficiency for the public.

Alongside PERINTIS, the ministry has also introduced a Scheduled Land Surveying Service, which has a target completion time of 12 days.

The Scheduled Land Surveying Service has now been implemented at 495 Land Offices, representing 96.3 percent of all Land Offices across Indonesia.
