BALINEWSID.COM, JAKARTA — Home Affairs Minister Muhammad Tito Karnavian, representing the Indonesian government, has approved 15 bills concerning regencies and cities in West Kalimantan, Central Kalimantan, and South Kalimantan to proceed to the second stage of deliberation at a plenary session of the House of Representatives (DPR RI).

Tito expressed the government’s approval during a working meeting with the DPR’s Commission II on the first-stage deliberation of the 15 bills at the Parliament Complex in Senayan, Jakarta, on Monday (Sept. 21, 2026).

“The government agrees that the bills proceed to the next stage of deliberation, namely the second-stage discussion at a plenary session of the DPR RI,” Tito said.

During the previous deliberations, the government and Commission II agreed to limit the substance of the bills to three main areas: legal foundations, territorial arrangements, and regional characteristics.

The limitation was intended to ensure that the deliberation process remained focused and effective and did not expand into other issues that could prolong the legislative process.

“In principle, it has been agreed that the discussion will be limited to those three areas,” Tito said.

The deliberations also addressed an issue concerning the designation of the capitals of several regencies, which had been listed as being located in more than one district (kecamatan).

Following discussions by the Drafting Team and the Synchronization Team, it was agreed that the capital of each regency would be designated within only one district.

Representing the government, Tito expressed his appreciation to the leadership and members of Commission II, faction coordinators, the Working Committee, the Drafting Team, the Synchronization Team, and the leadership of the Regional Representative Council’s (DPD RI) Committee I for their roles in the deliberation process.

He said the completion of the bills was part of efforts to strengthen the legal foundation for regional government administration and provide greater legal certainty.

“With the agreement on these 15 regency and city bills, following the 20 provincial laws and 142 regency and city laws previously enacted, the government believes that the initiative taken by the DPR RI will strengthen the implementation of regional government, including by providing certainty regarding its legal foundations, particularly its constitutional basis,” Tito said.

The meeting was also attended by Commission II Chair Muhammad Rifqinizamy Karsayuda and members of the commission, DPD RI Committee I member Agustin Teras Narang, Deputy for Legislation and Legal Administration at the Ministry of State Secretariat Lydia Silvanna Djaman, as well as officials from various ministries and government agencies.
